An investigative report by KDFW reviewed the impact of legal changes made in 2003 that stripped patients of their legal right to hold a negligent doctor accountable. The report found that there was no glut of claims filed before 2003, that Texas has not seen a dramatic increase in the number of physicians, and that insurers are the only true beneficiaries. Meanwhile, injured patients and families like Texas Watch activists Melody and Paul Pinsukanjana who lost their son Preston are left without recourse.
